I fully agree with you regarding the "extended vision": The better you can measure the value (and not only the cost) of services the closer you are to an ERP for IT.
That raises automatically the question on which level you discuss services - measurable services are, for sure, on a higher level than basic web services. They are in fact business services.
This is, by the way, an interesting aspect regarding also the level Identity Services have to have in the future. There will be more or less basic Identity Services on the level of application servers. And there have to be higher level services like Compliance and Auditing services or Information services which aggregate IAM functionality and other technical services. These services can be measured and valuated.
Regarding BSM, ITIL and so on. I think that you really have to differentiate between ITSM and BSM. PPM is definitely something which has to be added. But an ERP for IT has to cover IT infrastructure services (ITIL), the application services, and the IT as well as the Business Service Management. PPM will be important in this, but only the complete picture will lead to an ERP for IT.

You raised the question if BSM might fill the
gap to become an ERP for IT solution.

I would even extend the vision from the CIO you mentioned above.
From my point of view such a solution should not only show the cost
but also the benefit of the services. They should be measurable
and contribute as single parts to the overall business vision and strategy.

You wrote that BSM has to include much more functionality
as ITIL requires. I agree that this is not covered by the most vendors today.
What do you think about converging Project Portfolio Management (PPM)
and IT Service Management (ITSM) for providing an holisitic view on the entire Service Lifecycle?
I guess this (a kind of overall Service Portfolio & Project Management) should be the base (processes, organization and tools) for the vision
of an ERP for IT.
